I have this too, with a windows 7 vm no notes icon, but with windows 10 it shows up fine. Not sure what could cause this
For me:
XP - no notes icons
Vista - no notes icons
Windows 7 - notes icons
Windows 8 - notes icons
Found out that even if the notes icon is not visible, it is there and functional. Mouse over the location where the notes icon should be will pop up the notes. Click on the location where the notes icon should be to edit the notes.
