This is an important point - and the one I've thought it safe to ignore here, but if you have people picking a larger sized block, without BU building in safeguards, it will be dangerous to the network if people are not aware of the consequences.  Even 2 MB blocks can have transactions that can take 5-10 minutes to verify.
