Id also argue that the recent attack with high S signatures was a major concern (quick fixed in 0.11.1) and IIRC seg wit is planed as hard fork in the long run.

Only if you had logic relying on pre-calculated hashes.

Since at the moment and historically TX hashes are never expected to be un-malleable any good solution should have looked for the expected outputs instead of a specific TX hash.
Outputs are signed and 100% reliable.

The only legitimate cases I know were TX chaining and the lightning network which benefits from virtual transactions with a known specific hash.
At any rate I'm not against fixing that IF done nicely, but it doesn't solve scaling.
