It's about a week by now since I got into bitcoins and I always check https://freebitcoins.appspot.com/ for free bitcoins but it seems to be always closed and its "The Faucet is being fixed; please come back in an hour or three." notice has never been updated

Indeed, it hasn't been up at all during the short time I've been involved in Bitcoins.
If you want to get a hold of the creator of that site: Gavin Andresen
But being the lead core Bitcoin developer he may be working on higher priority tasks.
