Not that I wouldn't understand, but from what I saw you're not banned even if you try to scam people, so I find it a bit weird that scamming isn't banned but that low quality posting is punished by permaban 
Actually punished by temban first then by permaban.
In the other hand, scammers will simply be tagged by negative trusts which make them untrustworthy and their accounts will be worthless while if someone is making a low quality posts he will receive a warning then the tempban come (and of course not everyone will notice that ban)
