It's just the highest share you've turned in since the last solve by the solo.ck pool and the highest share you've turned in ever, respectively. It's only for fun. It doesn't mean anything nor is it related to any progress toward finding a block by your miner.
So you are saying it is pure luck factor. More TH/s you throw at it, more chances you have?
In other words, you could get solo block with the rig at 5GH/s, if you are extreeeeeeeemely lucky.
