Probably he can be refunded too under civil law.
About jail I think there are laws about selling securities and scamming people. But that's the job for a lawyer.

So your argument is that giga took BTC without asking for your ID and then won't release BTC without ID, which is bad, and the solution to this is for you to go into contracts you suspect are illegal (which they aren't, but that's besides the point) and then try and rat on him to whoever would listen (which isn't really anyone, but that's also besides the point) because he made contracts you consider illegal.

Seems exactly why nobody wants to deal with the poor. Honest toil not so much, honest cunning aplenty.

I'm not sure this is a great idea. With such a list. If you know someone's email address you can know his number of bonds.
