Actually in China cigarettes are dirt cheap (popular local brands go for 5 RMB per pack which is less < $1) as is alcohol (provided you don't buy it in bars which are comparatively expensive).
Also I've met people who have successfully "couch surfed" in Beijing - so I guess you can spend your whole $30 on food, booze and cigarettes if you really want to.

Cigs and alcohol are taxed heavily(200%++) here in Singapore and Malaysia though. Apparently the gov imposes those taxes and uses the proceedings to set up more healthcare services. The irony..
