First Bitcoin need to scale onchain, offchain or both. Without this, not much more people can use Bitcoin than right now. While offchain solutions dont exist yet and need to be proved these can work at all, we are left with onchain scaling, eighter one time SegWig for up to 2x more transactions or just increasing Blocksize limits as much as become necessary over time
