I'm inclined to agree with this statement. It's incredibly rare to find a truly skilled individual that is willing to work for affordable rates.
That being said hopefully this user actually is a web developer and not trying to scam people. Please make sure to insist on escrow.
Good luck with your design business. I would suggest setting up a website of your own to showcase your skill and sell your skill from there.
I am currently in the proccess of setting up my own site, but I do other people sites first then my own, so I don't have too much time to work on mine.
