I just want to know why payment starts to be delayed?

Payments got delayed for few minutes now. Bitcoin network is slow at the moment, most of payments are without confirmations
But they are all sent out. Why the time adjusts? Time adjusts because payments just didn't go out. They were in line because of the holdup,
so the system automticaly adjusts time a bit so there wouldnt be any problems with calculations
