everyone agrees that segwit adds necessary functionality, even if Classic supporters want it implemented after a hard fork. Segwit has massive support among the dev and miner communities, up to and including Classic devs. (Yes, it's a little pathetic that Toomim refuses to work on making Classic compatible and wants Core to do it for him, but that's a separate issue)
He barely knows how to apply necessary changes that Core has made. If he did, they wouldn't be going with 0.11.2.
