I found another drawback of using Tor 
I have to enter capcha each time I send PM and I have to wait 360 seconds to send it (even if I didn't send PM's today at all I all because of someone sent PM using the same Tor exit node). I think It sould be 360 seconds per account not per IP.

I think It sould be 360 seconds per account not per IP.you can get a mod to whitelist your account if your posts are good enough. also the time restriction applies to posts and some other actions too.
the last time of posting is taken from your IP but how long you have to wait in seconds is calculated using your account's stats (rank). if I'm not mistaken.

You just have the normal newbie restrictions. IIRC whitelisting them away was only thing when the newbie jail was still enforced. Newbies were required to wait 4 hours and post some number of posts in beginners and help before they could post elsewhere. If you wanted to e.g. sell a miner you would ask to be whitelisted to create the post.
A vouch can spare you the evil points fee, but since you didnt pay one I dont think it applies to you.

I'm sure you only need the mod to agree to white-list you. maybe it's the one on theymos' post that needs vouch.
If you ask nicely a mod can white-list you which will significantly reduce your waiting time.
