That's still just another single download. Think "single download vs. many uploads" and further that upload bandwidth is more limited.
10 minutes is just the target time. Sometimes valid blocks are published within seconds of one another.

Not sure about that. In any case, it's an important topic to discuss since many people around here seem to think that operating a node is comparable to downloading a web page every 10 minutes. That leads to a fundamental misunderstanding of bitcoin's capacity limitations.
