Hi... I'm interested in getting some programming work done... anyways I want to open up my own universal wallet service... how much does this cost to hire somebody?

Requirements:
1. Sending and receiving electronic currency(BTC, NMC and LTC) HAS to go through either TOR or I2P
2. Sending and receiving money has to go through a mixing or laundry service
3. Wallet can be locked with password, pin code, secret question and answer(all)

I'm thinking of a variable sliding scale service charge of under 1% to 3%... what do you gents think?
