You probably have some issue that makes your server refuse connections or something. About syncing, you're not going to "sync" if there are no miners. There are simply no new blocks beyond a certain point because nobody is mining (at least this was the situation a few days ago)
Maybe dev can open a spaincoin wallet seednode. Mining can't start because server can't find any node.
No peer -> mining can't be done (peer validation needed) -> no block
We need seed node first.
