This has nothing to do with Bitcoin. Services can put up any age limit as they choose to. Nobody is forcing you to use their service either. Bitcoin was designed in a way where you are supposed to be your own bank. You're trusting a third party when you're using a web wallet. However, I'd like you to list a few examples.
