as far as I know skrill is not. when I was scammed they emailed me that they cant do anything regarding the lost, however they can do in investigation and if someone with an account has more reports they suspend the account.
and no intention to do this, yesterday I got some btc first and have paid that person. if do a honest trade at least people are willing to do business.

And thanks to not pollute my topic with arafat1900's case. For God Sake, how i will exchange my Skrill funds with such "examples" ?!
