Just out of curiosity, why a coin with not properly working software is investing in PR team instead of fixing its issues?
My guess is - to get more people interested and maybe some of them will contribute to development too.
Also, does anyone knows on how many IPs are running those 3500 masternodes? Or some more accurate method to count the real entities.

One person can control many IPs. It is very likely that a few instaminers own and operate many hundreds (and possibly several thousand) of masternodes. Look at the funding proposal voting. It should be obvious that a small number of parties control most of the votes.
