Just out of curiosity, why a coin with not properly working software is investing in PR team instead of fixing its issues?
My guess is - to get more people interested and maybe some of them will contribute to development too.Also, does anyone knows on how many IPs are running those 3500 masternodes? Or some more accurate method to count the real entities.

One person can control many IPs. It is very likely that a few instaminers own and operate many hundreds (and possibly several thousand) of masternodes. Look at the funding proposal voting. It should be obvious that a small number of parties control most of the votes.
Want to count the real entities on a pseudo-anonymous network? You are welcome to use any tools like http://dashvotetracker.com to find a large voter or to do your own investigation with your own tool - all data is open. I'd be very pleased if you succeed, your results probably will give us some ideas how to improve privacy in that part too, who knows.
