Will a power outage affect the miner in finding a block on the solo pool? Is it basically just starting over when it resets after the power flickers?
There is no "starting over" you're rolling the dice 1 million times a second. What you get this roll has no effect on the next roll.

None other than not having any "dice" rolling. You can just setup a failover to your own bitcoin core (helping the community) or to a pool mine to keep making btc.
Fracking electrical cost is getting so high that with difficulty I've cut all my miners (25 th) off for the rest of February. Even the Sparky experiment is temporarily halted.
