well for me, how about buying AMD's like A series maybe, A8 would be a good choice for low budget but still good performance.
That's not going to come close to what I'd consider 'good performance'. One should wait for Q4 of 2016 before buying a PC/Laptop.He has $400 , a used one will reserve him some dough to get some games. He can't do much with the console alone now can he

True. However, I dislike buying used parts unless I have to. People don't tend to take care of their technology in general. However, right now on Amazon he can pick up a PS4 for $350. besides, not all used units are worn out.
