You're half right.
For a level 1 seller in BMR
Level 1 activation has a cost of 1 bitcoin, at least that sum has to be deposited to your account in order for you to be activated as seller.
For level 2, I don't think they charge.
[Edit]. Correction for both Level 1 and Level 2 seller account on BMR your account must first have a 1BTC deposit for an "activation fee".
