if your are refering to the one that says the limitation on the account is still effective however i can now withdraw the funds through bank or card? if that's it then my answer is yes.

@iarsenaux, i have ONLY help one guy (extracoinrome) on this forum to cashout his fund from limited account successful. But, i donot know if, he still active on this forum. Unfortunately, i was unable to assist the other 3 guys who has requested for such service due to failure to provide details INFO that they are the rightful owner of such account. I have my own way of investigating this before accepting any offer.

My service is to help those whose money has been stuck in paypal account either because such account was created through the aid of virtual prepaid card or stealth account. In a situation where such account get limited, it's difficult withdrawing available fund into credit card/bank account since, most of these account where created with the use of fake name & billing address. Add valid prepaid/ bank account that will match the billing address on file becomes difficult upon receiving the 180 days withdrawal notification message from paypal support team.
