See we moved from this:

Hello I have offered to give big Vern the identity of the person that committed the theft against cryptsy and help them be put to justice but he is not responding to me. I offered my services and to divulge this information for a bounty of %30 of the stolen funds I also said I am willing to negotiate a bit to make things easier

In which case an independent agreement outside of the movement of the btc would be necessary

to this:

You think I was able to do this without putting in any work? I'm getting paid a bounty because I'm actually able to recover the coins.

and

this:

Now that the technicalities are out of the way the coins can start to be recovered.

this:

Working out the contract right now. Once finalized all customers can look forward to receiving their coins in the coming days

this:

Funds to be recovered immediately once Cryptsy finalizes and signs my contract

Quote
As soon as Cryptsy finalizes and signs a contract I will be able to basically immediately get the coins back in the rightful owners hands

and of course this:

If everything gos accordingly and it should the coins will be recovered in the coming days

So we went from I know who did it and will identify them if you pay me the bounty. We will need an agreement to that. To, The funds will move, I can cause the funds to move, with some luck the funds will start moving. Once you sign that contract that agrees to give me back some of the funds, all the funds will start moving.

But there is more ?

The inevitable good faith payment up front ?  Say maybe 2 btc before the funds move ?  Everything is lined up to move the funds into the specificed account, but we must show our good faith paul, it's only a couple of btc...  Roll Eyes
