Old versions of MultiBit Classic send what is nowadays too low a fee (by a factor of ten).

That's why we recommend everyone keeping up-to-date.

If it's not propagating then going down the 'Reset blockchain and transactions' route is the way to go.
But upgrade to version 0.5.19 first
