The above with the OP_RETURN is how the witness root hash (the hash of the wtxids where the wtxids are leaves on a hash tree). This is added to the Coinbase transaction of the block. The point of doing this is to commit the witnesses to the blockchain without adding all of the witnesses to the size calculation of the blockchain except for these 38 bytes.
