Because they can.  They called me into a meeting at their location.  I brought my electrician along.

They had commercial meter people there ready to sign me up.  I basically said I had options and those
options would result loosing the sale of a lot electricity to me.  No way is it even feasible to go commercial rate
so I had nothing to loose.
