Is the debit card a brand new proposal? For the first 48 hours all budgets, no matter their votes, show as "will not be paid." Proposals take 48 hours before the network recognizes them as "mature."

It's been added on 20-03-2016 so it very well may be below 48 hours. This very well might change. (to my expense

interesting, i guess tomorrow we will know more. just to think if Debit Card was requesting 949 Dash instead of 950 Dash, both proposals would (most likely) have been accepted
and put in the next super-block.

I learned to my expense that there's a 48 hour waiting period and then a 24 hour finalization period before a budget can be paid in a superblock!

never mind, i just remembered the Dash Debit Card budget proposal has a later start date, its not scheduled for next super-block (448632) but for the super-block in june 2016 (481864)

edit : maybe the Dash Budget Proposal Vote Tracker (http://dashvotetracker.com/) could include the start and end date of budget proposals as well ?
