Not necessarily. While adding a bank is needed if you wish to unload or load your Dwolla account, you could still send and receive money from other Dwolla users without touching your financial institution.
i.e., when registering, the only details required are name, (u.s.) address and an e-mail address.
but the terms of service say
You agree that you will not at any time attempt to falsify your identity or in any manner defraud Dwolla or other Dwolla users. If you are found to be defrauding or falsifying your identity, legal action may be taken against you.
