The payments are "mixed" with 2 other fake payments, and you can't tell which was real. All that convoluted mess resulting in a blockchain that can't be deciphered, can't be double checked on, for essentially the same results. And all Evan had to do was pre-mix denominated funds ready to be spent when needed.
