Despite the critics, bitcoins continue to grow in popularity worldwide. Juniper Research said there were 1.3 million bitcoin users last year, and it estimates there will be 4.7 million users by the end of 2017.
So no matter what government do , bitcoins will grow.
Where is the link to that article. I do not believe there are 1.3 million peoples using Bitcoin.
I think there is no way to predict how many the bitcoin user is, since the anonymity of bitcoin transaction itself. Even if they just counted on the number of wallet that is being used, it won't be accurate since there is a possibility for one user having more than 5 wallets.
