Thanks a lot for the info, But my skrill doesn't offer that option, from what I know you need a US skrill to be able to transfer funds from skrill to neteller directly.
You're doing it wrong 
Login to your Neteller account & click Money In and there you'll see option Skrill which costs 1.9% fee and use that to upload
