Because long time ago there were some refunds (back when the terms changed and everyone was allowed to withdraw, i think) but their donations were still recorded in the genesis block.
I think that Lannister removed them finally. If you do not feel comfortable, please go ahead and check every entry by yourself: the blockchain is publicly visible.
