There is no safe way to trade BTC directly with PayPal.

If you're buying BTC - transfer your PayPal funds to a bank account and use a reputable exchange such as Coinbase or Bitstamp.

If you're selling BTC - sell it on one of the reputable exchanges and transfer fiat to a bank account.
