What minimum legal criteria do you mean?
If a company does business with another company within the EU, you must be able to provide the following data of your business partner:
Official, registered company name
Registered company address
National Registration number
EU VAT registration number
I can't find that anywhere on the website.

I found some entries under point #18: https://www.leoxchange.com/about/TermsOfService.aspx. It states:
"www.leoxchange.com is a website operated by LEOXCHANGE (LONDON) LIMITED. Situation of registered office is in England and Wales under Company number 09400584 and registered office is at 62 Stakes Road Purbrook, Waterlooville, Hampshire, PO7 5NT."
