Actually Hong Kong currently provides a special dispensation for digital currency companies. They are creating a fairly light touch environment to see what happens. Probably won't remain that way, but it is perfectly legal at present.
The issue lies in the fact that I believe Crypto-trade is saying they will accept fiat deposits. Then you need to be regulated, which is certainly possible though a legal necessity.
