That means they planned to start sending refunds after January first. They actually changed their minds and refunded people as soon as they asked, and continue to do so.

Oh I had that wrong. Perhaps because the usual method is the other way around that something is refundable until the period expires.
The silly thing is that, under payment processing there is an expiration time for a refund, so in a way BFL are getting the maximal control over fund with their method, not bad.
