If so, that means that for the 300 million drop, that 300 million satoshi = 3.0 BTC. If that's the case, then the devs just gave 400 people about $1300.

Well the giveaway is not done per say. a lot have received theirs but not everyone. also espers is listed on novaexchange. however we are working on getting it on a more reputable exchange.
but i believe that our focus should still be functionality and advertisement.
