let me introduce how foundation run:
every member can issue a new budget, when over half of members pro the budget, the budget will be accepted. After the recipient of the budget finished the work, members will vote again for payment. If over half of members veto the payment , foundation contract will not send any coins to the recipient . In this case, members have to negotiate to discuss how much should be paid to the recipient, and create a new budget again with the consensus amount.
