Withdrawal can't be made due to several reasons described here. So there are no doubts that your friends abused any of these rules and their cashout had been canceled.

You still choose to ignore that you have changed the TOS AFTER they tried to withdraw... With the TOS at that time their withdrawal was valid yet you chose to cancel it. Can you comment on that?
Terms can be edited according to the current situation. In this case it was evident that users abused this promo action, so initially casino stated the max amount to withdrawal (what is fair enough taking into account that users didn't make any deposits at all) and later the promo was stopped at all. Still, all players taking part in it were paid the promised sum (excluding bonus hunters, etc) and some still have active bonuse which can be played untill May, 15.
The users that requested the withdrawal have NOT abused the promotion in any way.. You just canceled their payments THEN changed the TOS (to limit the amount they can withdraw). At the time they requested the withdraw they had done NOTHING abusive and it was NOTHING against the TOS. So again, why was those requests denied?

The issue is that they should have withdrawn any amount they wanted since it WAS NOT against the TOS at the time of the request. You have changed the TOS AFTER you have declined their requests. So yes, you have canceled their request and after you changed the TOS paid them the amount of 0.12BTC.
So let's go one more time... Why deny their withdrawal (for 2.3333BTC for example) since it was NOT against the TOS and they didn't abuse it in any way?
Well, let's be fair, people didn't make any DEPOSITS AT ALL and recieved 0.12 BTC each. Yes, casino changed the rules and limited withdrawal amount seeing big activity but it's normal, taking into account that casino SIMPLY REWARDS this money. Still, you can give example of other Bitcoin Casinos who give its players 0.12 BTC from nothing
Let's be fair? That's my point exactly... If you were fair you would have honor the withdrawals and not cancel it then change the TOS. That's just unfair and that's my whole point. You are saying that this is normal.. NO it's not normal! You are just unfair and that equals as a scam as far as I'm concerned.
