Why specify the rank of the people required?
Specify the pay and you will get people accordingly.
More details on what you need them to write on, how many words/article, etc would be helpful.
The most logical answer is that Op is seeking lower ranked members because he will be referring to their bitcointalk rank when discussing payment.
And lower rank member=lower payment for the job usually. Just like rates of the signature campaigns.
