Yes I think we should wait till halving as the price is expected to rise at the time of halving
Its just an speculation and prediction that it will rise at the time of halving, nothing is written anywhere that it will happen and if it doesn't happen then bitcoin will surely loose many of its users.
IF BTC price drops by the time halving comes, it will not shoo away users. In my opinion, there will be more users since it will now be more affordable to buy BTC. It will also depend on how much price action is going to happen pre and post halving. That we should all look forward to.
