To me he don't look dumb, maybe he's an expert himself. Else someone wouldn't be that dumb to put almost 400K USD into a coin which didn't even launched.

He has hopes on this coin. If it fails, he'll be so fucked up.  Roll Eyes

There's just someone who would definitely gain even with just few cents of increment. He still could gain enormous $ after dumping that amount of waves. Whoever he is, he is still up for profit.
