Currently the testnet faucet has been temporarily disabled as we are about to load a new chain.
It will be back online and functioning asap.
There's no sense in letting registrations happen so close to a reset...
The current chain is still being forged, and running, but again, were very close to launching 0.2.2. , so its been disabled to temporarily slow down new registrations until 0.2.2 is up and running. As soon as it launches, the testnet faucet will be working.

If you want to play still, knowing this, you can use any node to register an account, then come get some lovecoin from the brothers and sisters in the lisk delegate chat... ill give you some, no problemo... any of us would... but it's pointless when that entire chain is about to vaporize, hehe.
