I am not sure I get your point there. From what I read, Man City will be playing in Champions League next season no matter if Liverpool wins in the final or not.
if Liverpool became champions of Europa League and will automatically play in the Champions League. and manchester city will also continue to play in the Champions League qualifiers, because maximal one country are 5 teams are allowed to play in Champions League.
