IMO the fact that they have to PLOT the space with hashpower, and can't use the space for storage, keeps datacenters out of the game, because they would have to DEDICATE themselves to BURST, and I doubt they're willing to take that risk, as they would not be a datacenter anymore, they would be a BURST mining farm.
