Probably OP is doing this to attract people to register under him. There's a chance that other people would post about this and OP has to offer rewards so people would register under him instead.
Registering is only to keep track of your Reward Points, it has nothing to do with referrals or not. This is simply do the offers/surveys or downloading apps to your phone and you get paid after you have accumulated enough Points. It's really easy as that.
