What is an unlocked card? Does this mean they can be found ingame?
No, unlocked mean that there can be more issued as are right now. if game will be successful they will issue more. they have lower prices then locked cards. altho CNP and Shumai ard was not that cheap at least in my case.

Are so far unlocked cards, but in testing you could get CyclopsCard and MerchantCard in game. So i am not really sure now.
