Youre not qualified if you have a low qualiyy post this icludes,off topic replies,and spammy post These are the main problems of a sigmature campaign.
I guess you don't need to judge him for being a low quality poster, since you are not the campaign manager here.
I think it might offend him if you are going to tell him directly that he is not qualified to join.
Better give him some tips that could uplift him.
