Wall installers on either side of the book wish to push price in a direction.  Huge sell orders push price down as the market panic-animals do what they do and panic dump.  Huge buy walls have the same effect in the other direction.

When someone sticks their dick out with a sell wall, they're pretty confident no one will actually touch the wall.
